He's not fishing, he's just cooling off

Harland Smeigh of Glen Rock insisted he was fishing the Susquehanna River under the route 30 bridge Wednesday.

Harland didn't catch anything, and didn't care he didn't catch anything.

I suspect he was just cooling off. Can you blame him?
