Tyler Quill, a York College student from Bel Air, Md., lounges outside his room along Richland Road with a few friends. With sunglasses, shorts and an inflatable palm tree, the party seems more appropriate to April or May than February.
Tyler insisted no one was skipping classes to enjoy the outdoors party.
