Gov. Ed Rendell unveiled the last proposed budget of his administration on Tuesday. It comes to just over $29 billion, or an increase of about 4 percent.
Of course, this won't be the final budget. Members of the House and Senate will hash that out in the months ahead, and eventually approve something that may or may not resemble Rendell's proposal.
Last year, of course, the whole process went a little haywire. The state budget is supposed to be passed by the July 1 start of a new fiscal year. But an impasse between Democrats and Republicans in Harrisburg held up the last budget until Oct. 9.
Some members of the York County statehouse delegation told me they're confident that won't happen this year. Me? I'm more than confident. I'm convinced.
Why? Simple. It's an election year. That kind of gamesmanship doesn't exactly charm the voting public, so I doubt it will happen in 2010.
