I think Consumer Reports must test their hybrids only on down hill slopes if they are suddenly reporting far better mileage at highway speeds than on batteries in city driving. See Consumer Reports link on this page. Prius CVT: 35 City 50 Highway.
It still does not seem to make economical sense, cause you don't save as much as you spend extra on the car itself...
No doubt hybrid mileage is all over the place dependent on operator. I have a Civic (man trans) hybrid that they rate a new one at 37. My overall mileage is about 43 mpg in the past 57,000 miles.
Though my neighbor has a Chevy Pickup with a 6.9 liter that gets 10 mpg no matter what you do to it.
As far as economic sense, there are so many variables here. If you turn the car over in 20K, it makes no sense. If you drive the car 150,000 miles and have no major repairs and gasoline is $6 a gallon next year, the purchase will have made alot of sense.
