User reviews and the ability to refund apps within 24 hours act as a mechanism to deal with poorly performing apps and running downloads that weren't designed for your handset.
Uninstalling the app immediately credits the app. If you try to download and refund yourself multiple times, you own the app.
The Android Market covers a variety of handset makers and different versions of the Android operating system so some user input needed for a successful experience.
