Other options for economic growth
There are other options to regulate growth, and allow open space. Without eminent domain. I will not judge the Kohr's bankruptcy. I do know they also have dreams, for the historic dairy complex, to expand their wedding, banquet facility. This land has more potential for income keeping the view and serenity of it than development could ever offer. It's for them to decide, and yes, with community input. The land east of 624 is in AG security, also I think Mr. Kohr mentioned he would maybe sell the development rights.

The Indian grounds would be a developer's nightmare Pandora's Box) due to the archeological significance of it. East Prospect Road access to the existing park could promote small business. A needed tax base, A combined Indian and River heritage museum could revitalize the existing park and generate income. Make a deal to buy it, don't take it.
Long Level, this has been a travesty for residents of Lower Windsor and York county. If you can't afford marina fees, a lakeside house or lease land from Safe Harbor, the two public docks are a nightmare in season. I have been considering giving up my passion of boating and fishing at Lake Clarke since I was 5 years old.
The county could make a deal with Safe Harbor for the two public docks and add more access, York and Lancaster use them. Under the Boating Facility Grant Program you can charge a small fee to cover dock and day use maintenance. These two parks could generate money to buy houses on leased land and property when they come up for sale. Not by taking them.
Lower Windsor has $2 million in these parks. We don't like eminent domain. It might be time to re-evaluate the grandiose plan of the park. Tourism does provide economic growth but the township would like it done moderately. We don't want to become a tourist trap. We are about community values.
We could save millions or spend millions, it's up to compromise and what the majority wants. I believe it is time for a summit meeting with the state, county, township, Safe Harbor, and the Kohr's. A lot of working class county residents are taking vacations at home. We want recreational facilities at the river. The native tourists spend a lot of money in the county.
