State grant and tax credits

Why does BAE Systems need a State grant and tax credits when it is already 95% taxpayer
supported with defense contracts. Would not this money have been better spent in trying to attract a major computer or technology company to give this area some economic diversity.
Remember that defense spending can be cyclical and in 4-5 years things might be different.
