Wouldn’t that also kill all of the human beings too?

Maybe, maybe not. Remember that mammals were around at the same time as dinosaurs, so the asteroid didn't kill them all. The extinction of the dinosaurs meant less competition for various big-animal niches, which allowed the mammals to flourish.

Anyway, the dinosaurs were around for, what, 200 million years or something like that? There's plenty of room for a time traveler to find a span to live out a comfortably long life without being pelted by asteroids.

Are there fences who handle hot cows?

I know nothing about US history, but I suspect that yes, there may have been: judging by this collection of cattle brands:
http://en.wikipedia.org/wiki/File:Cattle_brands_in_MItchell_County,_TX_IMG_4547.JPG
it looks as though it might've been possible to steal cattle, re-brand them (e.g., changing a slanted bar into a V), and ship them off on the next train to Chicago before the owner caught up with the thief.

This is a top priority to not only identify terrorists hostile to the US, but also freeze their financial assets. Banks and other financial institutions play key roles in helping the government pinpoint and cut off terrorist financing.
