Of note: Hartman told Scout.com that he committed to Maryland in July, a month after participating in one of Penn State’s summer camps. When Penn State coaches finally sent him a recent scholarship offer he talked it over with this family and decided to change. ... He said his dream school always was Penn State.

From his coach: "This one kind of played out strangely," said Liberty coach Frank Rocco, who's also a former Penn State quarterback. "When he committed to Maryland, in my mind, it was over. But in that last stretch, as Penn State has gotten involved and offered and so forth, it really became more of him and his dad searching that last possibility out."
