Spanier payout agreement from Penn State not public — but it could be, if …
A Pittsburgh Post-Gazette story on former Penn State President Graham Spanier’s severance and salary package worth $3.3 million — $1.25 million of which is severance pay under his agreement with the school — says that PSU will not release the severance agreement.

Hanover budget process: Secrets among insiders?
A Hanover resident writes about Hanover’s budgeting process, saying that the borough manager wouldn’t tell council members how much administrative staff will get in raises for next year, and so council members — who have to approve the budget — are in the dark about numbers they should know.
