What makes a good song good - the lyrics or the music?
To me, a good song needs personal experience. Whoever writes a song needs to have experienced the events he or she is singing about . . .
When a singer has experienced what he or she writes/sings about, it adds a whole new meaning to the song. A good song also needs the obvious beat and combination of good vocals/instruments.
But the most important part of the song in my mind is the lyrics . . . then the music. The music can sound good, but if the song isn't backed by good lyrics then it's just OK.

I would argue that a good song requires both the lyrics and the music . . . they should complement each other.
One without the other leaves somewhat of a void.
Lyrics without that cooperative music results in a poem or simple prose. Music without the necessary lyrics lacks interpretation.

What makes a good song is a combination of the lyrics and the music.
If a song has clean lyrics, it may be good that way, but the song can have a catchy beat or rhythm, which also makes for a good song, something that will internalize the song (for) the person listening to it.
