One more Roosevelt Avenue update.
When I drove to work this morning, traffic controllers were on the corner of Roosevelt at Philadelphia Street. I drove right past it and took Carlisle Avenue in to avoid it, though that takes a little longer.

Utility work is still going on, and the city is going to do some work
on the storm-water system there, said Jim Gross, the city's public
works director. However, plans to repave and make other improvements on
the road, as part of the Rebuild York project, are on hold for now.
PennDOT postponed many projects, including that one, because of the rising cost of asphalt, Gross said. The city's pushing PennDOT for a time frame, but PennDOT hasn't given a new schedule, he said.
